To elaborate on the effects of valve clearance:
Two much clearance results in noise, excessive wear, valves opening late, opening less, closing early, loss of power.
Two little clearance results in valves opening sooner, opening more, closing later and the possibility of not completely closing. If the valves are prevented from closing, the engine will not have the compression needed for power and soon the valves will burn around the edges making maters even worse.
So yes, either extreme condition will result in loss of power and possible damage.
